EXECUTIVE SUMMARY Based on the site visit and walkdowns, the Working Group Assessment Team (WGAT) considers the Site Assessment Team (SAT) Report and question sets to be a factual assessment of the Sandia National Laboratories/New Mexico (SNL/NM) facilities. As a result of the SAT and WGAT reviews, two vulnerabilities were identified for further consideration by the Department of Energy (DOE) Plutonium Vulnerability Working Group preparing the final report. Both vulnerabilities were discussed among the respective site team members and facility experts and agreement was reached. The vulnerabilities by facility are described below. No ranking or priority is implied by the order in which they are listed. In addition, the WGAT identified and included issues for the SNL/NM and the DOE line management organization that are not explicit Environmental, Safety and Health (ES&H) vulnerabilities for their consideration. Hot Cell Facility The WGAT concurs with the SAT assessment that no vulnerabilities or issues exist in the Hot Cell Facility. Annular Core Research Reactor The WGAT concurs with the SAT assessment that no vulnerabilities or issues exist in the Annular Core Research Reactor. Material Storage Facilities The WGAT identified the following vulnerabilities and issues: the Material Storage Facilities have a vulnerability due to a lack of an up-to-date safety authorization basis; and one package in storage represents an ES&H vulnerability due to a lack of package characterization. An issue was raised over the storage of DOE material in non-DOE facilities; DOE is subject to a very short material removal notification. The issue has no potential for an ES&H vulnerability; and both vulnerabilities have a low potential for causing an event. Such an event would have low ES&H consequences. Building 819 Storage Vault The WGAT concurs with the SAT assessment that no vulnerabilities or issues exist in the Building 819 Storage Vault. Sealed Sources The WGAT concurs with the SAT assessment that no vulnerabilities exist in the sealed sources program. The WGAT raised an issue concerning potential pathways for entry or removal of sources to or from the laboratory site. This issue may represent a future potential ES&H vulnerability.
