1.0 Executive Summary

1.1 Objective and Scope

The objective of the Plutonium ES&H Vulnerability Assessment Project is to 
conduct a comprehensive assessment of the environmental, safety and health (ES&H) 
vulnerabilities arising from the Department's storage and handling of its current 
plutonium holdings. The term "ES&H vulnerabilities" is defined for the purpose 
of this project to mean conditions or weaknesses that could lead to unnecessary 
or increased radiation exposure of workers, release of radioactive materials to the 
environment, or radiation exposure of the public. The assessment will identify and 
prioritize ES&H vulnerabilities, and will serve as an information base for identifying 
corrective actions and options for the safe management of fissile materials.

The Argonne National Laboratory - East (ANL-E) Site Assessment Team (SAT) 
was formed, from ANL-E and Department of Energy (DOE) Chicago Operations 
Office-Argonne Area Office personnel, to conduct a self-assessment of the 
plutonium holdings and any associated ES&H vulnerabilities at the ANL-E site. 
The self-assessment consisted of identifying the site facilities with plutonium 
holdings, completing a standard DOE question set for each facility (or group of 
facilities with similar holdings), conducting table top discussions of the question 
sets, determining if any ES&H vulnerabilities existed, and preparing this ANL-E SAT 
Report. Each major holdings facility and most of the minor holdings facilities at 
ANL-E were inspected by one or more members of the SAT. These inspections were 
conducted to provide the background necessary to evaluate the question sets from 
the facilities, and where practical, to physically inspect a random sampling of some 
of the plutonium holdings. The self-assessment was discussed with the Working 
Argonne National Laboratory-East Group Assessment Team (WGAT) during their 
site visit of May 23 through May 27, 1994.

Most DOE facilities on the ANL-E site are operated by ANL, with a single building 
operated by the DOE New Brunswick Laboratory (NBL). This report addresses only 
those plutonium holdings in the facilities operated by ANL. A separate report is 
being prepared for the plutonium holdings at NBL.

In addition, DOE has identified certain categories of plutonium holdings as being 
outside of the full scope of this assessment due to their ES&H vulnerabilities being 
assessed in other studies. Out-of-scope plutonium holdings at AN L-E consist of 
plutonium isotopes contained in spent nuclear fuel samples, waste, or contamination 
being removed and packaged as waste under a DOE funded decontamination and 
decommissioning (D&D) project. For these holdings, only descriptive inventories 
are included in this report.
