I. INTRODUCTION 1. The Asian Newly Industrialized Economies (South Korea, Taiwan, Singapore andHong Kong) are one of the economic growing centers in the world, having enjoyed a high economic growth for the last two decades. Their role in the world economy and trade has rapidly expanded. Better understanding of and coordination with the NIEs are essential to successful management of the world economy. This is also the basic notion that has launched the new contacts between the OECD and the Dynamic Asian Economies (four Asian NIEs plus Malaysia and Thailand) since the beginning of 1989. 2. The above mentioned is basically true of the energy sector of the NIEs. Increasing energy demand in developing countries is worried by the IEA member countries as a possible disturbing factor to their energy security. The necessity of study on the energy developments in developing countries is strongly felt. With this background, the Special Project on Energy Outlook in Non -Member Countries started in 1989 in the IEA. The motive of this paper, "Energy Developments and Policies of the Asian Newly Industrialized Economies", is in line with the above-mentioned concerns. 3. The Asian NIEs are chosen in this paper for several reasons. One is the rapidity of energy demand increase of the NIEs. "The NIEs, a possible serious disturbing factor to the energy security of the IEA member countries?" or "What kinds of impacts will they bring about on energy policies of the IEA member countries? " may be quite natural concerns in the face of the sharp increase in energy demand of the NIEs, which reflects their economic success. This paper studies the past developments and possible future energy supply and demand of the NIEs.
