Introduction This is the second edition of the Proposals to Amend the Vienna Convention on Civil Liability for Nuclear Damage, prepared for Greenpeace International by the Foundation for International Environmental Law and Development (FIELD). The First Edition took the form of a Working Draft and was issued at the 6th Session of the Standing Committee on Nuclear Liability (SCNL) of the IAEA Board of Governors, in October 1992. At the 6th Session, many delegations expressed their appreciation for the effort made by Greenpeace and FIELD to compile and present all existing amendment proposals. We were encouraged to pursue this type of constructive contribution toward facilitating the progress of the SCNL As a result, we have now updated this document, and also taken into account remarks and comments that were made on some aspects of the First Edition.
