I. PURPOSE AND SCOPE

A. PURPOSE

The purpose of these Guidelines is to establish general requirements and provide
practical information for the design and manufacture of packages for sea dumping
of radioactive waste, in accordance with the terms of the OECD Council Decision
establishing a Multilateral Consultation and Surveillance Mechanism for Sea
Dumping of Radioactive Waste [1]. These Guidelines are in compliance with the
IAEA Revised Definition and Recommendations of 1978 [2] for applying the London
Dumping Convention [3] to radioactive waste, and are intended for application under
the responsibility of the appropriate national authorities of countries participating
in the NEA Mechanism.

B. SCOPE

These Guidelines refer only to packaging of those radioactive waste which fall
outside the IAEA's Revised Definition of 1978 for high-level radioactive waste or
other high-level radioactive matter considered to be unsuitable for dumping at sea
under the London Dumping Convention.

The Guidelines cover the technical aspects of packaging solid or solidified
radioactive waste, insofar as they are relevant  to dumping at sea.

Examples of several types of sea dumping packages which meet the requirements
outlined in these Guidelines are given in Annex I. These are types presently in use
and are representative of current technology. They do not constitute a complete list
of all the packages which conform to the Guidelines and are intended for illustrative
purposes only.
