FOREWORD Under the terms of the Decision of the OECD Council establishing a Multilateral Consultation and Surveillance Mechanism for Sea Dumping of Radioactive Waste, NEA is requested to assess, in consultation with the Environment Committee, the suitability of dumping sites proposed by the national authorities of Participating countries and to keep under review those previously considered suitable. Since 1974 radioactive waste sea dumping operations undertaken by Participating countries have been carried out in a single site located in the North-East Atlantic region. To fulfil the objectives of the Council Decision, an international group of oceanographic and radiation protection experts was convened by NEA in November 1979 to undertake a review of the continued suitability of the dumping site, taking into account the relevant provisions of the London Dumping Convention and the IAEA Definition and Recommendations for the purposes of the Convention. The results of the review are contained in this Report. The Steering Committee for Nuclear Energy confirmed in April 1980 that, on the basis of the review, the existing site was suitable for continued dumping of radioactive waste for the next five years, under the conditions specified by the Group of Experts in their conclusions and recommendations. At the same time, the Steering Committee for Nuclear Energy agreed on the need for developing a co-ordinated site-specific scientific programme to increase current knowledge of the processes controlling the transfer of radionuclides in the marine environment, so that future assessments can be based on more accurate and comprehensive scientific data. A Technical Co-ordinating Group of national experts from interested NEA Member countries will be set up to ensure co-ordination of the proposed programme and to undertake evaluation of the results.
