FOREWORD by the Director General The IAEA Operational Safety Review Team (OSART) programme assists Member States to enhance the safe operation of their nuclear facilities. Although good design, manufacture and construction are prerequisites, safety also depends on the capability of the operating personnel and the conscientiousness with which they carry out their responsibilities. OSART missions focus on these aspects when assessing operational practices in comparison with those used successfully in other countries, and when exchanging, at the working level, ideas for improving safety. An OSART mission is undertaken at the request of a Member State. It is not a regulatory inspection to determine compliance with national requirements. The review can complement national efforts by providing an independent, international assessment that may identify areas for improvement. Through the OSART programme, the IAEA facilitates the exchange of knowledge and experience between international experts and plant personnel. Such advice and assistance enhances nuclear safety worldwide. The mission is an opportunity to update the regulatory personnel of the host country assigned to follow the review, and to train personnel through observation of the review process. This can contribute to the attainment of an international standard of excellence for operational safety, not through regulatory requirements, but through the voluntary acceptance of successful safety practices. The IAEA Safety Series documents, including the Nuclear Safety Standards (NUSS) for nuclear power plants and the Basic Safety Standards for Radiation Protection, and the expertise of the OSART members themselves, form the basis for the review.
