1. Starting point of the Mission

The national context
The debate on the economics of nuclear power in France has taken place in a very 
particular context. For more than 25 years (since the oil crises), France has 
remained committed to a choice that was massively in favour of nuclear energy. In 
the intervening period, none of the major political forces in the country has brought 
that choice into question, especially none of the governing parties. The advantages 
originally ascribed to the nuclear program - independence of energy supply, low 
cost, etc. - still bear weight in the political debate, in spite of economic 
developments that differ from the initial forecasts. Similarly, decisions regarding 
the later stages of the nuclear fuel cycle - reprocessing and re-use of plutonium in 
MOX fuels- are still seen as positive for the economy, whereas their actual value is 
either unclear or is simply not known.
Twenty years went by between the start-up of France's first pressurised water reactor 
(PWR), in 1977, and the first challenges within government to these choices, with 
the arrival of a Minister of the Environment from the "Green" party, after the victory 
of the alliance of left wing parties, in the elections of 1997. Nuclear power is one 
of the main issues in the agreement reached between the Socialist Party and the 
"Greens" before the elections.
