Part 1 The new UK nuclear power programme (Steve Thomas) A. Introduction In 2006, the British government announced its intention to start a new programme of nuclear power plants in the UK. However, it promised that the programme would be driven by the market with competition between vendors and between different owners and it was adamant that no public subsidies would be provided. However, in 2010, it instigated a process known as Electricity Market Reform (EMR) that resulted in an acknowledgement by government that subsidies were available. Competition between vendors and between owners has failed to materialise. The result is that by December 2012, the government was in bilateral negotiations with Electricité de France (EDF) over the terms of a long-term power purchase agreement for power from the Areva European Pressurised water Reactor (EPR). Note that the nuclear programme has spanned three governments, the Labour government led by Tony Blair (2006-08), the Labour government led by Gordon Brown (2008-10) and the coalition Conservative/Liberal Democrat government of 2010 onwards. However, policy on the nuclear programme has not been a party political issue and none of the changes in the programme can be attributed to changes in government
