INTRODUCTION A Nuclear Free declaration is a statement of intent - an expression of a local authority's desire to see the creation of nuclear free areas. Most importantly, the declaration is a springboard for local authority action, aimed at reducing the risks of nuclear hazards, accident and war, and promoting or developing positive alternatives. Local authorities cannot ignore the local impact of Britain's civil and military nuclear industries. Nuclear activities are evident across the length and breadth of the country - be it through the manufacture, transport and deployment of nuclear weapons, the operation of nuclear power stations or other nuclear plant, the transport of radioactive wastes, spent fuel and plutonium, or the storage and disposal of civil and military radioactive wastes. These activities raise public health, safety and environmental concerns. Local authorities - with their responsibilities for the well-being of their areas and people have to get involved. This pamphlet shows how Nuclear Free local authorities' policy making body - the National Steering Committee (NSC)* has taken the lead in addressing the local impact of civil and military nuclear developments. It describes the vital contribution that Nuclear Free local authorities make to the pursuance of public safety, environmental protection, a well informed and educated public, and to giving local communities a voice on issues of great concern to this and future generations. *Footnote: The NSC provides a comprehensive range of services set out in Appendix 2.
