PREFACE Government radioactive waste management policy stems from a belief that disposal is an acceptable means of dealing with the wastes created by the nuclear industry, in order to honour our responsibilities to future generations. However, current scientific understanding precludes the development of a credible safety case for radioactive waste disposal. Therefore, if radioactive waste is disposed of now there can be no guarantee that future generations will not need to take action to protect their own safety. Despite the attraction of a policy that removes all responsibility from future generations it must be explicitly recognised and acknowledged that this is not currently achievable. This demands that a policy of interim storage and a commitment to long-term retrievability is firmly established in Government waste management policy. This report proposes changes to Government radioactive waste management policy to ensure that it is fully consistent with the principles of sustainable development. It also proposes institutional changes to current nuclear industry structures to ensure that the industry addresses its failure to manage radioactive wastes.
