IMPORT/EXPORT OF IRRADIATED FUEL AND RADIOACTIVE WASTE TO AND FROM THE UNITED KINGDOM

ABSTRACT

The report considers the hazard, risks and consequences arising from the traffic 
of large consignments of radioactive materials into the United Kingdom by sea.

The materials involved are irradiated fuel imported from Japan and continental 
Europe, plutonium nitrate from the UKAEA fast reactor facility at Dounreay, and the 
future export of vitrified high-level (HLW) and other radioactive wastes from the 
BNFL Sellafield reprocessing plant. All of these materials, if accidentally released 
to the atmosphere nearby centres of population, could result in very significant 
health injury consequences.

The routes considered centre around the UK reception ports of Barrow in Furness 
for irradiated fuel imported from Japan and Italy, Workington for the occasional 
shipment of plutonium nitrate, and Dover for irradiated fuel imports from 
continental Europe. Consideration is given to future use of the Channel Tunnel, 
when completed, for the movement of irradiated fuel into the UK by direct rail link 
with the Continent. Future exports of vitrified HLW and other radioactive wastes 
are considered likely to utilise the existing arrangements for irradiated fuel.
