Foreword

The Town and Country-Planning Association is a registered charity supported by 
voluntary subscription which promotes policies for securing a better understanding 
of planning and environmental issues.
This book has been edited and compiled with the main object of publishing the case 
of the Town and Country Planning Association to the Windscale Inquiry as quickly 
as possible. Much more contextual material could ideally have been included if time 
had allowed, e.g. more edited extracts from the transcripts and the full text of Sir 
Frank Layfield's opening speech. In the outcome only two significant additions 
have been made to the actual evidence of individual witnesses. Professor Roy Ellis' 
evidence has been amplified with the additional material he presented during his 
examination in chief. Professor Joseph Rotblat's important 'epilogue' setting out a 
long· term policy for the international control of nuclear energy and plutonium has 
been added.
The sequence of the evidence as presented here is neither the sequence in which 
the witnesses appeared at the Inquiry nor the sequence which the Association would 
ideally have chosen for presenting its case at the Inquiry. lt is intended here as the 
most logical sequence for the purpose of this publication.
References to the Inquiry transcript occur in a number of places. The reader may 
like to note that a full set of the transcripts, other parties' proofs of evidence and 
most of the supporting documents, in addition to an extensive file of newspaper 
cuttings on the Inquiry can be consulted by arrangement at the TCPA offices, 
17 Carlton House Terrace, London SW1.
