Preface In June 1997 the Swedish Parliament decided with a good majority on a Government Bill (1997 /97:84) aiming at changing the energy system according to the internationally celebrated principles of sustainability, including starting now to phase out the twelve nuclear reactors. This is seen as a major victory by the environment movement, and hated by the energy industry and most of the mass media. And it is seen with suspicion by a great part of the general public. This report is the Swedish contribution to the project Energy Alternatives for a Sustainable Europe made possible by a grant from the EC Commission and co- financed in Sweden by the Ministry for the Environment. It gives a background to the decision by the Swedish Parliament and some comments on its content, written by Björn Eriksson. It shows the Friends of the Earth Sweden interpretation of what constitutes a sustainable energy system as discussed in the Sustainable Sweden Study, edited by Charles Berkow and translated by Charly Hultén The report is completed with the demands and campaigns that FoE Sweden thinks will be useful for following up the present victory. When the pronoun "we" is used in historical parts, it refers to the radical part of the environment movement, and especially the organisations which in 1995 merged to form "Miljöforbundet Jordens Vänner", the present FoE Sweden. "Miljöforbundet" was formed in the early mobilisations against nuclear power in 1972-76, and then transformed into an all-issue environment and solidarity organisation with a strong local focus. "Jordens Vänner" was started in 1971 with help of American and British friends, for serving as a national base for interfering with the 1972 UN Stockholm Conference on the Human Environment. When "we" is used in the commenting texts and in proposals, it refers to the positions of the present organisation. Some, but not all, of these positions have been decided upon at annual meetings or by the national board. All of them have been interpreted by the national Energy Committee.
