1. 1: STUDY DESCRIPTION

This report documents the results of the Italian Reactor Safety Study (IRSS). The
Study was sponsored by Friends of the Earth (FOE) of Italy. MHB Technical
Associates (MHB) * of San Jose, California conducted the Study with subcontracted
assistance in calculating accident consequences from Science Applications,
Incorporated (SAI).
The purpose of the IRSS was to prepare a risk assessment which compared a Boiling
Water Reactor (BWR) nuclear power plant located in Italy (Caorso) with a U.S.
designed and sited nuclear plant (Peach Bottom-2), including the investigation of
possible failure modes and sequences which could lead to catastrophic radioactive
contamination of land, water, and people. Peach Bottom-2 was selected for
comparison since it is the BWR whose design was analyzed in detail to obtain the
accident probabilities reported in the U S. Reactor Safety Study (RSS). l/ The
IRSS conclusions are quantified in a form comparable to that utilized in the RSS to
provide a relative, not absolute, assessment of societal risk.

* Examples: of some of MHB 's current and recently completed projects are briefly
summarized in Appendix A.
