1. INTRODUCTION

This environmental assessment (EA) is a summary of the EA that has been carried 
out by AtomicEnergy of Canada Limited (AECL) for the completion of the second 
CANDU® 6 Nuclear Power Plant (NPP) at the Cernavoda Site, in Romania. The EA 
was carried out to fulfil the requirements of AECL’s own EA process. When this EA 
process was begun in 1999, Export Development Corporation’s (EDC) 
Environmental Review Directive (ERD) was not yet declared as the basis for the 
review of the EA and for financing approval. Although not required by law,
the decision was taken for the scope of information given in the full EA (AECL 
2001) to be broadly consistent with the requirements for an environmental screening 
under the Projects Outside of Canada Regulations, under the Canadian 
Environmental Assessment Act. Subsequent information has been added in Annexes 
to this EA to satisfy EDC’s ERD requirements.
