1 Introduction In 1998 the Romanian Government described the completion of Cernavoda unit 2 as a ‘priority for the national economy in the next five years. However, it has become clear that the financing issues must be resolved before construction can be completed’. In order to complete the plant the Romanian authorities have made a request to the European Commission for a Euratom loan. One of the conditions stipulated by the European Commission for the award of this loan is that an independent assessment must be carried out to ensure that the plant will satisfy today’s Western European safety objectives and practices. The Commission has decided to assist the Romanian Authorities with the preparation of their loan application and to fund a project for an independent consultant to make an assessment of the nuclear safety implications of completing the plant. The Commission has placed a contract under Framework Contract AMS/4S1 Lot number 4 with the National Nuclear Corporation (Consortium leaders), British Energy p.l.c. and Ingenco Ltd. The National Commission for Nuclear Activities Control (CNCAN) is the Government organisation in Romania responsible for the development of the regulatory framework and the overseeing of its implementation and for the licensing of facilities. In this capacity CNCAN are the Beneficiary of this safety evaluation project.
