WELCOMING ADDRESS P.J. Coughtrey General Secretary International Union of Radioecology c/o LG Mouchel & Partners Ltd, West Hall, Parvis Road W. Byfleet, KT14 6EZ, UK Introduction It is with great regret that I am unable to join with my many friends and colleagues in attending this important event in the history of post-Chernobyl scientific research. My presentation consists of three parts. First a brief summary of events following the Chernobyl accident from the radioecological perspective, based on the results of work reported at Minsk in March 1996 within the context of the European Union's Experimental Collaborative Projects (ECPs) and Joint Study Projects (JSPs), and on the social and health aspects reported at IAEA in April1996. Secondly a summary of activities undertaken by the International Union of Radioecology (UIR) over the period 1986-1996 as relevant to your discussions and conclusions during this meet. Finally a personal view point on some radioecological 'lessons' that have been learnt during the last ten years. THE ACCIDENT AND ITS CONSEQUENCES Radioactivity released by the explosion and the ensuing fires at Chernobyl in 1986 was dispersed locally, regionally and globally. It took some two to three years before reliable information on the local environmental consequences became available to western scientists via visits to the affected regions, but it was not until the collapse of the former Soviet Union in late 1989 that a clear and comprehensive account began to emerge. Before 1991 it was difficult to address the likely health consequences to the general population and even today there are uncertainties on this matter except for the specific case of thyroid cancer in children.
