FOREWORD The given brochure is the second issue in the series of publications "Byelorussia and Chernobyl" intended for a wide readership. The first issue enlightened in detail the activity of the Byelorussian SSR delegation in the 45th Session of the United Nations General Assembly, where on 21 December 1990, was adopted by consensus the Resolution A/45/190 "International co-operation to address and mitigate the consequences of the accident at the Chernobyl nuclear power plant". The second issue covers the most important documents on the Chernobyl problems for the period from January to July this year, the review of the ECOSOC Summer session work included. Amid the documents are: The Appeal of President of the USSR M. S. Gorbachev to the Governments of all countries and to the world public of 25 April 1991, the Message of United Nations Secretary-General Mr. Javier Perez de Cuellar on the occasion of the fifth anniversary of the accident at the Chernobyl nuclear power plant of 26 April 1991, the Statement by participants in the 3rd Meeting of the Council of Ministers of Foreign Affairs of the USSR and Union republics concerning United Nations efforts to mitigate the consequences of the Chernobyl disaster, and other documents. A special mention should be made of the Resolution of the ECOSOC Second regular session of 3-26 July 1991, which confirmed the necessity to extend the international co-operation in various forms in the Chernobyl orientation. It is principally important that in this document the international community had its unambiguous say for continuation and deepening of researches on the Chernobyl tragedy radiological consequences, attracting to this work the scientists from Byelorussia, the Ukraine and Russia. Henceforth, we intend to inform the world public of the most important events in the solution of problems relating to further study and minimizing of long-term after- effects of the Chernobyl catastrophe.
