1. INTRODUCTION

NPP Krško is joint venture of Slovenia and Croatia, based on the contract from 1971. 
The construction of the 632 MW Westinghouse PWR reactor type plant started in 
1974 and from 1983 on the power plant has been in operation. Nowadays the plant 
which is expected to operate till 2023 is owned and operated by Nuklearna elektrarna 
Krško (NEK) enterprise under the Slovene regulation, partly based on laws of former 
Yugoslavia (1). Till summer 1998 the NPP was thus "social ownership" giving 
Slovene as well Croatian state de facto ownership rights. So 50% of the enterprise's 
electricity production (approx. 4,400 GWh/year (2) was equally distributed to each 
country, representing 20% - 25% of the total electricity production of Croatia and 
between 25 -33% of the electricity production from Slovene electricity system power 
units (3). In August 1998 the Slovene government issued the provisional directive on 
NEK. By this act the Slovene government changed the legal status of the NEK into a 
state-owned company until a new agreement with Croatia will be reached.

IAEA Incident Reporting System).

(3) From the power system perspective the power plant is not only the largest single
power producer, demanding for the size of the system relatively very high reserve 
capacities but is an important source of reactive power, maintaining the stability of 
the grid (frequency) in the whole South-Eastern part of the country.
