PREFACE

In its National Energy Fora the Canadian National Committee of the World Energy 
Conference endeavours to assemble informed opinion on subjects which involve the 
whole energy sector and which are of topical importance in policy formulation by 
governments. The relationship between Energy and Industrial Development is such 
a subject.

The inter-relationship between energy and industrial activity is fairly obvious. 
However, there are special implications for Canada which, unlike most countries, 
has both substantial energy resources of all types and the knowledge and skills to 
make use of them. This fortunate condition offers a variety of options any of which 
may be adopted, deferred or rejected by the workings of policies of national and 
provincial governments. For instance, with a certain measure of industry a certain 
amount of energy can be won from the tar sands. Alternatively, perhaps less industry 
directed elsewhere might produce sufficient goods for export to pay for the same 
amount of energy from abroad. Strategic plans and policies relating to public or 
private ownership and those affecting the investment climate, the value of the dollar, 
employment levels and other aspects of social and economic life will materially 
influence which option is pursued.

The papers presented at the Sixth Canadian National Energy Forum and contained 
in these Proceedings throw some light on many of the opportunities in the energy 
field, on some of the policies and practices relevant to them, and on the implications 
with respect to labour and capital, illuminated by related international opinion. 
Together, they form a body of informed opinion which the Canadian National 
Committee of the World Energy Conference hopes will not only prove instructive 
but provide some insights to help in the difficult business of selecting social and 
economic goals and determining how best to attain them.
