DRAFT GUIDELINES FOR ENVIRONMENTAL IMPACT STATEMENTS AND GOVERNMENT INFORMATION 
REQUIREMENTS FOR THE CIGAR LAKE AND MCARTHUR RIVER PROJECTS

PART I: GENERAL REQUIREMENTS

1.0 INTRODUCTION

The Uranium Mine Development Review Panel is a federal-provincial environmental 
assessment panel. It was appointed in August, 1991 by the Federal Minister of the 
Environment and the Saskatchewan Minister of Environment and Public Safety. The 
Panel is reviewing the environmental, health, safety and socio-economic impacts of 
several proposed new uranium mines in northern Saskatchewan. It is also reviewing 
the historical experience of uranium mining in Saskatchewan, regional socio-
economic impacts, and the cumulative effects of uranium projects in northern 
Saskatchewan.

Some of the mining proposals being reviewed by the Panel were issued Project-
Specific Guidelines for the Preparation of Environmental Impact Statements by the
Saskatchewan Department of Environment and Public Safety prior to the appointment 
of the Panel. (l) The Panel is presently reviewing the Environmental Impact 
Statements (EISs) for these proposals. The Panel must determine if these EISs are 
acceptable as a basis for public hearings, or whether there are deficiencies in the 
information provided that would require attention before public hearings are held.

The Guidelines contained in this document address two mining proposals that had 
not been issued EIS Guidelines when the Panel was appointed:

Cigar Lake Mining Corporation (Cigar Lake Project)
Cameco Corporation (McArthur River Joint Venture)

These Guidelines were prepared by the Panel based on its review of the project 
proposals, written briefs, seeping meetings held in twelve Saskatchewan 
communities, and additional written information submitted to the Panel.

The EIS Guidelines provide instructions to proponents (mining companies) for 
the preparation of Environmental Impact Statements. In addition, they identify 
information requirements requested from federal and provincial government agencies.
