Prologue THIS study examines the sociology and politics of India's nuclear programme. Problems of transfer of sophisticated technology, its assessment and diffusion, and its ramifications for socio-political developments of a Third World nation are the major concerns of the present investigation. It specially aims to critically examine India's official claims to self-reliance in nuclear know how, and its advantages for the country's industrial and economic advancement. It attempts to offer the broadest possible interpretation of events relating to formulation and evolution of nuclear strategy which has, directly or indirectly, affected India's scientific growth and development. Organisational development of nuclear energy in India has been credited to Homi J. Bhabha. But his personality cult systematically built in the country has also hampered the growth of scientific institutions (culture). Controversy between Meghnad Saha, the doyen of nuclear sciences in India, and Bhabha, the official founder of the Atomic Energy establishment, deserves serious consideration. Robert S. Anderson (Canada) has done a commendable study on this sensitive issue on which most Indians feel constraints to speak out their mind. Anderson's monograph Building Scientific Institutions in India: Saha and Bhabha, although published in 1975, is still the best study on the background of the two personalities which represented two divergent approaches to the nuclear development. It provides a comparative purview of the early events which contradicts the official history of nuclear energy in India. For this reason, Anderson's is the work no student of history of scientific organisation, particularly of nuclear energy in India, should ignore. It is regretted that the book is not available with many libraries in Indian scientific institutions.
