Appeal to All the People of the World For a World-wide Petition Campaign Against French Nuclear Testing andJapan's Nuclear Waste Dumping Plan in the Pacific Ocean September 1, 1981 I appeal on behalf of the Peoples of the Pacific to all the citizens of the world to help us in our campaign against the nuclear testing in the Pacific Ocean, in particular, the French testing at Moruroa Atoll in Polynesia, and the Japanese government's plan to dump its unwanted nuclear wastes in the Pacific Ocean. For too long the Peoples of the Pacific have been denied the right to live in peace and harmony in our homeland environments because of the nuclear testing and similar activities. For instance, before the war our lands were confiscated by foreign powers for use as military bases, and during the war our islands were converted into a battlefield by foreign military powers. After the war some of the islands have been used by the United States, Great Britain and France as nuclear testing grounds. As a direct result of the war and nuclear tests, many people have been killed and many more are dying of cancer, leukemia, and other related incurable diseases. The peoples of the Pacific have united in our campaign against nuclear testing and nuclear waste dumping in the ocean, and many Pacific Island Nations have taken positive and concrete steps in this campaign. The Republic of Belau has recently adopted a constitution that completely bans the use of nuclear power, nuclear testing, nuclear weapons, and other highly toxic chemicals within the land or water territory of Belau. Nuclear waste dumping by Japan or any other country, and nuclear testing by France or any others in the Pacific Ocean are criminal acts of genocide committed upon the Peoples of the Pacific. Any destruction of the Islands or Ocean is an attack upon the Peoples, as we depend on our islands and surrounding waters for our daily survival. Therefore, on behalf of the Peoples of the Pacific, I strongly appeal to all the citizens of the world to join in our campaign. We are counting on your support, for it is only with your support that we can stop these nuclear activities so that our children can live in peace.
