1. Executive Summary The purpose of this paper is to provide background information to complement the Non-Governmental Organisations' presentation on nuclear power presented to the second session of the Preparatory Commission for the 2000 NPT Review Conference. The paper focuses on the economic, health and environmental problems posed by nuclear power and the alternative means available for meeting growing energy needs in an environmentally sustainable manner. (1) The nuclear industry is in a period of stagnation world-wide and, in actual decline in many countries with long-established nuclear power programmes, following its failure to establish itself as a clean, cheap, safe or reliable energy source. It now seems likely that unless there are dramatic changes to world fuel markets and the direction of energy supply industries, there will be no further significant orders for nuclear power and the total number of reactors in operation will continue to decline. There are five main factors behind this poor outlook for nuclear power: the high cost of nuclear power relative to fossil fuel fired alternatives; the difficulty of accommodating nuclear technology in competitive electricity supply systems; the lack of resources to develop new technology; a failure to adequately address safety and environmental issues, including nuclear waste management; and the opposition to the technology felt by a significant proportion of the population in many countries.
