A. EXPLANATORY STATEMENT

Introduction

This analysis is intended as a critical review of the latest data on the real cost of 
nuclear-generated electricity: increasingly, the question of whether nuclear energy 
is still economically attractive - and, if so, whether it will remain so- is also 
being discussed by the advocates of all-nuclear electricity generation (1). Will 
the case against nuclear energy henceforth be based on both financial and
ecological arguments?

This document discusses ecology, safety, proliferation and other social aspects 
of nuclear energy only insofar as they influence the present or future cost of 
nuclear power.

Naturally, this does not imply that there are not many extremely compelling 
reasons, in addition to the cost issue, for utterly rejecting nuclear energy as a 
source of electricity. Within the scope of this document, however, it appeared
appropriate to demonstrate that, in financial terms alone, nuclear energy cannot
be justified as such a source. In the past, that was not always so; and that
assuredly need not be the case in the future.

Although other technologies are also referred to, this document is specifically 
concerned with a cost comparison of the most common type of reactor in nuclear 
power stations - the pressurized-water reactor (PWR) - with coal-fired power stations, 
since, as we move towards new technologies, these are and will be the real rivals in 
the field of electricity generation.
