FOREWORD

Demand for energy data has increased both inside and outside the Bank. As a
regional resource center, the Bank provides data to member countries, research
institutions and other international organizations.
This issue of Energy Indicators provides time-series energy data covering the
period 1973 to 1985 for 11 major developing member countries (DMCs) of the
Asian Development Bank. These are Bangladesh; People's Republic of China;
India; Indonesia; Republic of Korea; Malaysia; Pakistan; Philippines; Sri Lanka;
Taipei, China; and Thailand. The publication is divided into two parts. The
Regional Energy Profile in Part I brings together individual country energy data
on particular topics so as to show the region's energy position (on the basis of
those 11 DMCs). It uses uniform units of measure and base years, and to the
extent possible, uniform definitions and accounting methods. It also facilitates
inter-country comparisons. The Country Energy Profiles in Part 11 detail the
changes in energy sector development of individual countries during the period
1973 to 1985. The national energy balances are presented in a common energy
unit for individual countries. These data include each country's production, trade,
conversion and consumption of individual energy commodities. The annual energy
commodity accounts show all flows of energy commodities in their original units.
In addition to physical energy flows, data on energy resources, prices, and
infrastructure are also included. A uniform format and accounting framework
has been used for all countries to the extent possible.
The purpose of this work is to establish a comprehensive and systematic energy
data base that will facilitate country-specific analysis and cross-country comparison
of long-term development trends in the region's energy sector. It is hoped that this
first issue of Energy Indicators will serve as a baseline for energy statistics and
assist in better planning and management of energy activities in the region.
This issue of Energy Indicators was prepared in the Energy Planning Unit of the
Industry and Development Banks Department, by Dr. Seung Yoon Rhee, Senior
Energy Specialist, with the assistance of Ms. Tess Austria, Technical Assistant.
The work was carried out under the direction of the former Energy Adviser,
Dr. J. Madhab, and the Acting Energy Adviser, Dr. V. V. Desai.
