Revision of the Convention on Third-Party Nuclear Liability: Compensating theVictims of an Accident by Patrick Reyners, Head of Legal Affairs, OECD Nuclear Energy Agency (NEA) Two international agreements, the Paris Convention and the Brussels Supplementary Convention, regulate the compensation of victims of a nuclear accident in the OECD area and establish the liability of nuclear operators for third parties. Originally adopted some 20 years ago, these conventions have just been updated. The following article outlines the principles on which the conventions are based and examines the improvements which have been incorporated into it.
