FOREWORD The primary objective of the OECD Nuclear Energy Agency (NEA) is to encourage co-operation among the governments in furthering the development of nuclear power as a safe, environmentally acceptable and economic energy source. In particular, the Nuclear Development Committee (NDC) of the NEA has the mandate to "ensure that appropriate technical and economic studies on nuclear energy development and the fuel cycle" are carried out. Preparations are in hand in several countries for the disposal of highly radioactive waste and spent nuclear fuel, and there is a growing number of projects to decommission nuclear facilities such as nuclear power plants. There is increasing interest among policy makers and the general public in the financing of these activities. The NDC, therefore, decided to initiate a study on this topic to complement earlier work on the costs of nuclear electricity generation including waste management and disposal and decommissioning. The main objectives of the study are to provide comprehensive information on policies established in Member countries for recognising and funding future financial liabilities arising from peaceful nuclear activities, to analyse how these policies meet the "polluter pays" principle and to ensure the sustainability of nuclear power programmes. Experts from 12 NEA countries and two international organisations participated in the expert group convened by the NEA (see Annex 3). Information and data were collected through a questionnaire sent to NEA Member countries in 1994. Responses were received from 16 NEA countries. This report is the result of collaborative efforts of experts in this field but it does not necessarily represent the views of participating countries or international organisations. It is published on the responsibility of the Secretary-General of OECD.
