Foreword Salzburg attracts international meetings attended by people from all over the world. Generally, it is statesmen that come to Salzburg to have talks and negotiations in a lovely, comfortable and inspiring setting. In October 2005, it was a very special assembly of scholars, lawyers, scientists and NGO representatives I had the pleasure to welcome to Salzburg on the occasion of the "Conference on the Human Right to a Safe and Healthful Environment and the Responsibilities under International Law of Operators of Nuclear Facilities". Salzburg is a small state of the Federal Republic of Austria. Yet it has a remarkable tradition in connection with nuclear issues in this world: We have taken a highly critical position on nuclear energy after Chernobyl. We have opposed a number of nuclear projects in neighbouring countries, and we remain committed to this antinuclear stance. It has not always been easy, at an international level, to take a position that is outside the mainstream of the international political community. However, the Salzburg government is convinced that we have to make a critical contribution to the debate. Therefore, it is with pleasure that we have given political and financial support to the "Salzburg PLAG(U)E" (1) to make the conference possible which resulted in the book herewith submitted to your kind attention. Dr. Othmar Raus Deputy Governor and Environmental Minister of Salzburg State (1) PLAGE, an acronym for "Plattform gegen Atomgefahren" (Platform Against Nuclear Dangers), is a reference to those who "plague" the nuclear industry ...
