INTRODUCTION Energy planning for the next century should be based on a fair and objective comparison between the different energy options, in particular taking account of the greenhouse gas emissions inherent to the supply of energy. This requires a holistic approach which accounts for the emissions of all greenhouse gases from the whole energy chain. For example, the nuclear energy chain has emissions of greenhouse gases inherently associated with the various uses of materials and energy, such as CO2 emissions from manufacturing of cement and steel used in buildings and installations, CO2 emissions from construction of power plants and fuel cycle facilities, and CO2 emissions from operation of fuel cycle facilities such as uranium enrichment plants. The same applies to the chains of the other energy sources such as the renewable energy chains.
