The task for Baltic 21-Energy is to point out a sustainable development path for the 
energy sector, supporting the political vision of long-lasting prosperity and security 
for the Baltic Sea Region. The main conclusion of the Baltic 21-Energy project is 
that sustainable development must be based on increased economic equality and 
environmental concern in the region. Long-term goals regarding sustainable 
development in the energy sector have been set up. The main action elements are 
energy savings, increased energy efficiency and increased use of renewable energy 
and natural gas. Better use of the existing district heating networks for combined 
heat and power production is the main element to increase energy efficiency. In 
order for the energy sector actors in the region to bring these action-elements into 
play an effective market framework, including incentives to fulfil the environmental 
goals, must be in place. Therefore, increased co-operation between authorities on 
developing a coordinated market framework is one of the most important actions 
in the Baltic 21-Energy action programme.
