Executive Summary.

In 1994 the Council of Ministers changed the Euratom Loan agreement to allow 
this facility to be used outside Member States and in particular in Central and Eastern 
Europe. One on the rational for this was the Euratom loan facility was not being used 
due to the slow down of nuclear development within Member States. This facility 
has not been used but there are a number of projects being developed: In Ukraine the 
completion of Khmelnitsky 2 and Rovno 4; in Bulgaria for the upgrade of units 5 and 
6 at Kozloduy; in Russia for Kalinin 3 and Rostov 1 and 2.

In order to gain approval for the projects it is necessary that they receive technical 
and economic approval from the Commission. This is done the PHAREIT ACIS Nuclear 
Safety Expert Group (NSEG) and the European Investment Bank, respectively. 
However, there is little or no public guidelines on what criteria are chosen and 
what assessments are taken when giving these approvals.
