Executive Summary

• This study, based on interviews with many people from Russia and the west 
involved in international environmental collaboration, seeks to examine the 
effectiveness of such ventures, and to highlight ways in which future 
international collaboration can lead to real help for Russia's environment 
and people.

• Significant parts of Russia's environment are in dire need of help, for the sake 
not only of the Russian community and future generations of Russians but of 
the entire global community.

• The territory of Russia forms approximately one seventh of the world's land 
mass, and shares oceans and atmosphere with the rest of the world. Seventy years 
of intense industrialisation, urbanisation and exploitation of natural resources 
within its borders have led to Russia's current environmental problems, including 
an environmental crisis in highly industrialised regions, and transboundary effects, 
a problem of mutual concern to Russia and other countries.
