From WASH-740 Through the Reactor Safety Study

INTRODUCTION
This report provides a capsule history of the principal official studies, including 
the Reactor Safety Study (RSS), that have been carried out by the federal government 
to determine the hazards associated with commercial nuclear power plants. Basic 
source material for this chapter consists of voluminous files of Atomic Energy 
Commission (AEC) and Nuclear Regulatory Commission (NRC) internal documents 
obtained by the Union of Concerned Scientists (UCS) under the Freedom of 
Information Act. These records, totalling more than 50,000 pages, allow detailed 
examination of how these official studies were organized and directed, how they 
approached and resolved basic technical problems and how fairly their results were 
presented to the public.
