FOREWORD The Basic Safety Standards for Radiation Protection: 1982 Edition. Safety Series No.9. published by the International Atomic Energy Agency distinguish between conditions of exposure to radiation which are under control, for which the system of dose limitation should apply, and those conditions in which the source of exposure is not under control, where different considerations for limiting exposure should be taken into account. In particular, the potential for exposure as the result of a high consequence, low probability accident must be controlled by reduction of the probability of its occurrence or by mitigation of its consequences, or both. In the event of such an accident, limitation of exposure can be achieved only by remedial actions which may require certain steps to be taken which depart from normal conditions and operating procedures. Such steps are termed 'intervention'. Safety Series No.9 states (para.A.lV.603) that: "The establishment of ... intervention levels for particular circumstances is the responsibility of the competent national authorities." Similar recommendations have been made by the International Commission on Radiological Protection in its Publication 26.
