Rahn EPRI P R E A M B L E The safety of nuclear power plants has been defended - and attacked - on the basis of how likely it is that a major release of radioactivity will occur. Nuclear advocates say once every million reactor years at most; people opposed to nuclear power say it can happen at any time and will happen fairly often. This dialogue has revolved around the probability and neither side has bounded the size of the public risk from the worst release that could really happen.
