Morgan Director, Health Physics Division Oak Ridge National Laboratory Oak Ridge, Tennessee HISTORY (a) Early Radiation Protection Developments Ionizing radiation has been present in our universe since the beginning of time. Table 1 (1) indicates the absorbed dose from natural background radiation received by our gonads, bone and lungs. Although from the standpoint of evolution it might be considered a useful environmental component, from the standpoint of the individual and his associates it has been an ever-present evil in that perhaps 5-10% of all natural mutations are caused by ionizing radiation. When we say this radiation has been beneficial to the progress and development of the race, we say it in the same sense that we might claim tigers were beneficial to human evolution in that our distant relatives who were not as mentally alert, as skillful in their maneuvers and physically fit were the ones the tigers were most likely to eliminate and remove as our forebearers.
