Executive summary

In this report a committee of the Health Council of the Netherlands with experts
from the Netherlands, Sweden and the US compares the principles for radiological
protection of the International Commission on Radiological Protection (ICRP) with
those of the Netherlands Government. The report responds to a request from the
Minister of Housing, Spatial Planning and Environment.
The ICRP system of protection has been defined most recently in the '1990
Recommendations of the ICRP'. The principles for protection of the public against
ionising radiation in the Netherlands, denoted by 'OmRS' in this report, are described
in the policy document 'Radiation protection and risk management' of 1990 and
further clarified in a follow-up document published in 1993 and in subsequent
letters of the Government to Parliament.
The committee has restricted its report to non-accident situations. On request of
the President of the Health Council it also discusses occupational exposure, but
only summarily.

Samenvatting, conclusies en aanbevelingen

In het voorliggende advies vergelijkt een commissie van de Gezondheidsraad,
samengesteld uit deskundigen uit Nederland, Zweden en de VS, de uitgangspunten
voor de bescherming van de bevolking tegen ioniserende straling voorgesteld door
de International Commission on Radiological Proteetion (ICRP) met die van de
Nederlandse regering. Het advies is een reactie op een verzoek van de Minister
van Volkshuisvesting, Ruimtelijke Ordening en Milieubeheer.
De meest recente aanbevelingen van de ICRP voor de stralingsbescherming dateren
van 1990. Het Nederlandse beleid is beschreven in de nota 'Omgaan met risico's
van straling' uit 1990 en is verder verduidelijkt in de gelijknamige vervolgnotitie
uit1993 en in latere brieven van de regering aan de Tweede Kamer. De commissie
duidt het Nederlandse stralingsbeschermingsbeleid verder aan als 'OmRS'.
De commissie laat in haar advies ongevalssituaties buiten beschouwing. Op
verzoek van de voorzitter van de Gezondheidsraad gaat ze kort op beroepsmatige
blootstelling aan straling in.
