II. INTRODUCTION

This report is meant to be a relatively concise review of the current knowledge on
the biological effects of ionizing radiation as it pertains to cancer induction in man.
The review will, among other things, include information on current theories of
carcinogenesis, the role of cell mutations and transformations in the induction of
cancer, current concepts of initiation and promotion, various aspects of dose-
response, both at the cellular and epidemiologic level, the role of host factors in
modifying cancer induction rates, and a current update on the major epidemiologic
studies and what we have learned from these studies as regards the effects of
ionizing radiation exposure on human cancer.
This review is not meant as a complete summary of the total literature on radiation
biology or on the epidemiology of human cancer induced by radiation as this has
already been done elsewhere (BEIR III, 1980; UNSCEAR, 1977). Its purpose rather,
is to provide a current and concise update on issues in radiation effects, thus the
emphasis is on recent evidence obtained within the past five years.
