1. The 'Overlapping' Military/Civilian Sector

In this introductory essay on nuclear production and economic theory, I will analyse
the nuclear sector as contemporary capitalism's 'overlapping' sector par eminence.
That there do exist 'overlaps' between basic sectors of the economy was already given
an expression in the diagram on social reproduction drafted by Francois Quesnay, the
father of the physiocrat school of economists who inspired Marx to devise his own
diagram. According to Quesnay, the agricultural sector, the sector of the only
'productive class' in his scheme, does not just provide society with food products
which can directly be consumed by members of other classes. It also supplies raw
materials to be processed in the manufacturing sector. This latter sector Quesnay
terms the sector of the 'sterile class', since in his view it does not contribute
fundamentally to society's welfare, unlike the farmers' sector (1). Translated into
Marx's terminology, the agricultural sector forms an 'overlapping' sector between
the two basic Departments of production, Department I (Means of Production) and
Department II (Means of Consumption).
