Introduction. This report by CORE [Cumbrians Opposed to a Radioactive Environment] assesses claims that the UK is on course to meet the reduction in radioactive discharges agreed to at the 1998 Ministerial meeting of the Oslo and Paris (OSPAR) Commission (1). At that meeting Ministers signed up to OSPAR’s Radioactive Substances Strategy (RSS) thereby agreeing a strategy to prevent the contamination of the North-East Atlantic marine environment from radioactive pollution. The overall objective of the RSS relates to the reduction of radioactive discharge levels with the objective: ‘To prevent pollution of the maritime area, as defined under the Convention, from ionising radiation, through progressive and substantial reductions of discharges (emphasis added), emissions and losses of radioactive substances. The ultimate aim is to achieve concentrations in the environment near background values for naturally occurring radioactive substances and close to zero for artificial radioactive substances’.
