Introduction The use of hazardous materials is commonplace in modem society. The movement of these hazardous materials over land, sea, or air is a matter of serious consideration worldwide as world trade in chemicals and other goods that carry risks continues to expand. Transport of any kind can be dangerous ... most people have experienced the trauma of a highway accident. Incidents during transport can result in injury or death of transport workers, passengers or bystanders whether hazardous materials or just consumer goods are being transported. Generally, the public is unaware of the potential for danger in the transport of hazardous goods. When an accident involving such goods occurs-whether or not it results in injury, loss of life, or pollution to the environment-there are calls for more stringent regulations; but the public knows little about the national and international rules and regulations that already exist.
