PREFACE

The Next Nuclear Gamble is about the transport and storage of nuclear waste. The
Council on Economic Priorities Study addresses a grave and urgent technological
problem so complex that even those knowledgeable about the subject may simply
throw up their hands in despair. Interested parties operate from fixed positions. Many
anti-nuclear activists simply say "Shut 'em down," regardless of the cost. Yet highly
radioactive waste would still persist. It must be dealt with, even if all 73 operating
commercial reactors were shut down tomorrow and no new licenses issued. The
nuclear industry, in contrast, lobbied the federal government to establish temporary
disposal sites and take responsibility for shipments at the plant gate. The industry
favors a federal mandate to truck the radioactive waste along interstate highways
by the most direct route, overriding any local opposition or restrictions. So this
is not an easy issue.
