INTRODUCTION

Why is France Returning Residues to Japan?

Like France, Japan is committed to a long term nuclear power development program.

This policy is based on closing the fuel cycle, i.e. the reprocessing of spent fuel,
the recycling of valuable fissile materials, uranium and plutonium, and the
conditioning of terminal waste.

To implement this policy, Japanese utilities have signed reprocessing contracts
with COGEMA in France and with BNFL in the United Kingdom. They are also
developing their own industrial facilities.

For more than 15 years now, COGEMA facilities in La Hague have received, stored
and reprocessed spent fuel from France, Japan and other countries committed to
the same policy: Germany, Switzerland, Belgium and the Netherlands.

In 1977-1978, COGEMA Signed Reprocessing Service Agreements with the utilities
of the above countries. According to these contracts, COGEMA ensures the
reprocessing service, consisting in separating the recyclable products (uranium
and plutonium) from the wastes which are then duly conditioned and returned
to their owners for final disposal.

To date, about 25% of the Japanese spent fuel covered by contract have been
reprocessed and the technical and administrative conditions satisfied so that
the return of residues to Japan can be undertaken.
