ABSTRACT

Increased dependence on civil nuclear power will lead to major infractions of
civil liberties, particularly if the plutonium fuel cycle is widely used. Measures
to safeguard plutonium-fuelled fast breeder reactors from theft or sabotage will give
rise to increased security vetting of employees and their associations, widespread
security service surveillance of opponents of nuclear power, growth in official
secrecy, increased armed protection for electricity facilities and constraints on
public rights of objection to new facilities. The two articles reproduced first
appeared in British publications in 1977 and 1979. They broadly summarise
arguments in the author's book 'Nuclear Prospects: A Comment on the Individual,
the State and Nuclear Power' (with Michae1 Flood), which was first published in
October 1976.
