Tracking Nuclear Proliferation provides specialists and the public alike with
the latest available facts about the threat that Americans identify as their
greatest foreign policy concern.

The nature of the nuclear proliferation danger has changed dramatically in recent
years. On the positive side, more nations than ever before are renouncing nuclear
arms under strict international control-in some cases shutting down secret nuclear
weapons programs and even giving up complete nuclear arsenals.

On the negative side, however, a handful of states continue to challenge
international norms. Some are attempting to defeat the nuclear restraints they
have accepted. Others, already undeclared nuclear powers, continue to enhance their
nuclear forces. Equally threatening is the prospect of an international black market
in nuclear goods. With the breakup of the Soviet Union and possible political
instability looming in China, this danger is more serious than ever before. The first
cases of smuggled weapons-grade nuclear material have already been documented.

To keep pace with these events, Tracking Nuclear Proliferation provides a
comprehensive, country-by-country guide to the spread of nuclear arms in the
mid- 1990s. The present survey is the sixth in the Carnegie Endowment's series
on proliferation prepared under the direction of Leonard S. Spector.

This 1995 assessment offers detailed information on key recent developments in a
new, easy to use format featuring explanatory maps, charts describing the national
nuclear programs of seventeen countries, and appendices introducing newcomers
to the basics of nuclear technology and multilateral nuclear controls.
