The 1968 Treaty in Hindsight and Forecast

The United States and the Soviet Union each used grand and satisfied words when
the Non-Proliferation Treaty (NPT) they had worked at for so long finally emerged
from the United Nations General Assembly last June. This paper examines the
appropriateness of those words and of that satisfaction, and risks judgment not
only on them, but also more generally on the Treaty's provenance and prospects.
The conclusions reached, or perhaps the pointers, the directional indications,
may be unexpected. The widely supported 'commendation' of the Treaty by the UN can
still be meaningless; the two super-powers who sought so assiduously to achieve a
'naked', * unencumbered, Treaty may well, if they wish to see it enter into force,
have to clothe it, not only in one or more actual measures of disarmament, but
also with various undertakings to share out the anticipated benefits of nuclear
technology, explosive and others. If they wish to see it implemented by the
'threshold' powers, by the near-nuclear powers for whom there really is a weapons
option, and a conceivable weapons need more still may be required of them: and
that is a kind of philosophical overhaul, for which the United States may now be
ready, but which appears beyond the grasp of the present Soviet leadership.
