Statement to the Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons It is fifty years since the nuclear bombs exploded over cities in Japan and the world concluded that such weapons must never be used again. It is also fifty years since the United Nations Organization was created inter alia to prevent and resolve conflicts and to promote disarmament. And it is 25 years since one vital building block was laid for a nuclear-weapon-free world, the Non-Proliferation Treaty, under which most of the world's non-nuclear-weapon States have committed themselves not to acquire such weapons, in which all the declared nuclear-weapon States have committed themselves to negotiations for nuclear and general disarmament and all parties have pledged to promote the transfer of peaceful nuclear technology to other parties. The Treaty has been severely criticized by many for double standards - tolerating a nuclear arms race for nuclear-weapon States and demanding renunciation of nuclear weapons for others. However, today, when nuclear disarmament is accelerating and when the transfer of peaceful nuclear technology is growing, the Treaty is beginning to fulfil the hopes that were attached to it.
