Foreword: The 1980s Project

The essays in this volume, offering long-term proposals for dealing with the
problem of nuclear proliferation, are part of a stream of studies to be produced
in the course of the 1980s Project of the Council on Foreign Relations. Each 1980s
Project study analyzes an issue that is likely to be of international concern during
the coming decade or two.
The ambitious purpose of the 1980s Project is to examine important political
and economic problems not only individually but in relationship to one another.
Some studies or books produced by the Project will primarily emphasize the
interrelationship of issues. In the case of other, more specifically focused studies,
a considerable effort has been made to write, review, and criticize them in the
context of more general Project work. Each Project study is thus capable of
standing on its own; at the same time it has been shaped by a broader perspective.
